No need to liquidate it, just gift it or sell it to the CWU for a nominal £1 and the CWU will be able to put in place the working practices and pay that suit their subscribers. It'll be a win-win situation. Unions have owned businesses before.
I'm guessing it'll be supply & some sort of support/service as I don't expect them to supply, fit and service. Likely, in my view, that they'll simply swap-out any parts that need repair by vehicle manufacturer as it'll possibly be cheaper to do.
The politicians are taking the public for mugs. They are trying to get RM to cave-in to end industrious industrial action on an industrial scale, to make themselves out to be worker-friendly for those upcoming votes in the popularity contest coming-soon-to-a-ward-near-you, that's all it is.
