Sadly, there's already a revision to the 15/8 date by JimiHendix on Saturday 9/8:

Just to clarify: NICE isn’t authoring this—NHSE is. NHSE rollouts are typically quicker because they avoid NICE’s multi-meeting approval path and focus on operational sign-off, with materials already drafted in-pilot. Expect late August; there’s a realistic earlier upside if there aren’t extra revisions.

The 15 August “comments close” would almost certainly be an NHSE stakeholder round, not a formal (slow) NICE consultation.
Why that’s plausible:
• NICE isn’t writing the implementation pack—their DG59 page says NHSE is producing it and NICE will only notify when it’s ready. So a NICE person could still know NHSE’s internal dates (the teams coordinate), but the process/timeline would be NHSE’s. 
• NHSE commonly runs targeted stakeholder testing that isn’t always publicly listed; we see this pattern in other NHSE programmes (e.g., service specs with short, targeted testing windows before publication).
• Draft CYP2C19 implementation guidance has already existed regionally (East Genomics, Jan 2025), which supports a shorter NHSE polish/sign-off cycle once comments close.
• The NHSE–NICE genomic testing pathway explicitly sets up close liaison between the two bodies, so a NICE contact having sight of NHSE milestones isn’t far-fetched."
