Yes you're probably right, governments can if necessary rewrite the rules etc but the problem is they will seriously damage the reputation of the country.
Oil companies can spend 5-10 years getting a new field into production, hundreds of millions of £ spent, rigs built, subsea pipework etc.
These investments are made because a country will have a stable working environment, taxation rates etc.
If governments change the rules to suit these companies will have no option but reconsider the investment case.
A prime example being some of the less stable African countries where regime changes etc resulted in major mining companies ceasing investment and pulling out.
