Depends what posters think "tier1" actually means and who that may be, it is certainly not just what one thinks as "The Majors" who are both upstream and downstream operational.
Also will Tier 1 companies talk to and do deals with junior explorers - most definitely.

DYOR81 why would anyone expect lawyers to be working through the clock to get a deal for year end, DW had warned us that negotiations may take longer, the YE target was ours, it may not be others, it may not be BEX'S even, we do not know.

We had a target for year end but perhaps that is not a target for other parties, negotiation is about compromise.
DW advised that ultimately the YE target was flexible last September, why is it that some take absolutely no notice I wonder.
If you feel it is unlikely that a FO will be achieved I would suggest that you think about your get out strategy now because it may only get worse, set a target SP/date and adhere to it.

The Department of Natural Resources, Division of Mining, Land and Water (DMLW) has documented that soil temperatures and snow cover within the Western Coastal Area have met the criteria for opening (6 inches of snow and colder than -5 °C soil temperature at 30 cm depth).

The tundra is open to all vehicles in the Western Coastal Area for the 2018-2019 winter season effective at 1830 hours, Wednesday, December 19, 2018.
This opening applies only to those operators who have valid off-road vehicle travel permits to operate on state-owned lands on the North Slope.

Does not directly affect WINX as that is lower foothills but should have no problem in achieving standards for planned work.

Bothwell DW always said OUR target was year end, however if a tier 1 wanted longer then it could go into 2020, he has let no one down, perhaps only those who chose to see & hear only what they want to see and hear.
