What I have seen in permit applications is that access agreements / permissions have been agreed and I think that if a lessee has no current activities that could be affected then I do not think anyone could reasonably refuse.
The State via the lease gives the the exclusive right to explore for, produce and treat oil & gas products but it does not stop others utilising / enjoying the surface or even surveying the sub surface as we have seen on Icewine and indeed Yukon.

Always thought that 88 Energy being listed on ASX and subject to ASX (Australian Corp Governance) Rules was in most cases of benefit to us as shareholders, at least we get quarterly reports and annuals etc.

In big picture has to be more positive than negative.

We will probably be on tundra until end of April by then the hours of daylight will be taking toll of ice road so plenty of time especially if Umiat used as a staging post as Linc Energy did with U#18.

"The Company is on schedule to spud the Merlin-1 well in late-February / early-March 2021, with drilling
and logging of the well anticipated to be completed by mid-March. Subject to positive results from the
Merlin-1 logging program, the Joint Venture expects to flow test the well for up to 10 days before
proceeding to the spudding of the Harrier-1 well in late March / early April 2021."
Hopefully we will get a further announcement confirming all on track soon.
