Although the Iraqi presidency is largely ceremonial under the muhasasa system (real executive power sits with the PM), the manner of this election matters enormously: the KDP, Masoud Barzani's party, controls Erbil, the Faysh-Khabur crossing area, and the northern approaches to the Ovakoy terminus, and has just been handed a public defeat and responded by walking out! A PUK president elected over a KDP boycott deepens the intra-Kurdish fracture at the precise moment when Baghdad needs coordinated Kurdish buy-in for the Development Road's northern leg. Barzani now has a strong domestic incentive to be obstructive toward any Baghdad initiative that the PUK might claim credit for facilitating.
The PUK-KDP split also has a directional implication: PUK (Sulaymaniyah-based, historically more accommodating toward both Tehran and Baghdad) now holds the presidency; KDP (Erbil-based, more oriented toward Ankara and Washington) is in open opposition. For the Ovakoy Corner specifically, Turkey has historically treated the KDP as its preferred Kurdish partner — Erdoğan's bilateral relationship is with Barzani, not with Sulaymaniyah. Such an intra-Kurdish fracture (PUK vs KDP) should be seen as an important risk factor rather than treated as background noise. It's directly material to the Development Road, to KRI oil export politics, and to GKP's operating environment — the KDP's posture toward Baghdad will harden in the near term, which means the Erbil–Baghdad fiscal dispute and the stalled ITP replacement pipeline agreement discussions become even more intractable.
The PM — which is the position that actually matters — is unresolved. With a PUK president now confirmed, the muhasasa convention allocates the PM to a Shi'a Arab and the parliamentary speaker to a Sunni Arab. The Coordination Framework will now pivot its full energy to the PM contest. Maliki may be down but he is not gone — he remains the single largest block leader within the CF and his blocking power in government formation is undiminished even if his personal ambitions have been checked again.
