If the RNS is purely P3 sprinter results, I would lean towards 7AM.

If there is any sort of joint statement/announcement with a US entity, whether it be NIH/BARDA/The WH, etc then I think noon or potentially even later. At the end of the day if someone is handing you a bunch of money and wants to bask in your success then you let them.
