The agreement for 2Mw does not exist. Tlou are running the show and the Botswana govt are supporting that by agreeing UP TO 2Mw so we can start generating and selling , within reason, whatever they can get from Lesedi once a generator is in place. The 10Mw is in the pipeline as always , as is 97Mw a ball-park figure Sekaname wanted to make it worth their while!
I don't understand the confusion tbh. The negotiations are for price and delivery quotas and dates which cannot be agreed until the preferred bidders are more avanced than is currently publicised. TG has his end under control , he can agree whatever #4 is capable of currently! Somewhere akin to Selemo I would guess - but Covid relaxation may be needed to build the generator plant. That and the poles/wires will determine the time scale. All imho of course.
