TonyC: I have to disagree a bit regarding giving GL leeway here.
He has been consistently lat on ALL RNSs. And it's HIS responsibility to ensure Timescales are at least 'reasonable'.
Like you I have been involved in major Projects, some lasting 6 months others lasting 3-5 years, and standard practice is to provide "Buffer Room" on timescales. But to be this late and what is effectively a 1005+ Overrun on timescales is diabolical.
GL should have arranged for second and even third timings from independent sources... that's his job.
Secondly, I also submit tat it is NOT an Overly Huge, Complex project. I've worked on Typhhon, Tornado Aircraft at all levels. Those systems are HIGHLY complex and Highly Safety Critical.
Saltfleetby isn't complex..... it's just large.
In support of my viewpoint I submit that there are not that many complex sub-systems forming the whole. Each will have been indepnetly tested and certified by suppliers etc. So a lot of the Formal Certification is available. ANGS' job was to install and perform sub-system and Integration testing.
The problem here that most users may not appreciate is that each subsystem SHOULD have been tested in Isolation as it came onsite. This would be necessary to confirm acceptance from the Supplier. You don't just install every single unit and wait untilt he last one is installed BEFORE doing ANY testing.
This is a situation where the Test And Verificaiton of the Rig has been so utterly incompetent.
think Agile test and verification processes. But even then, bog standard Water-fall and Evolutionary Lifecycle approaches ALL infer continuous V&V activities.
It just beggars believe how BAD this entire process has been ran. And GL HAS to take responsibility.
BUT.... it has been mentioned in another comment..... ANGS is simply dragging people along with RNS' promising imminent delivery, all the time working in the bckground to their own incompetent timescales and abilities in the knowledge that there is nothing anyone can do.
GL appears untouchable as is always the case when the Majoirty Shareholders are mostly the BOD and/or their cohorts.
