Crowcast since the ECB are in the business of purchasing binds in the secondary market to drive down yield it's totally predictable that investors would buy and sell at a risk free profit in the secondary market. Qe can't be done in the primary market so naturally the yields are slightly higher. It's basically a risk free profit for these buyers.

Crowcast there is a secondary market how many of those institutions are holding the debt long term, few I would suggest. Most likely they have resold to the ECB bond buying program, who wouldn't do that it's a no brainer since the ECB is a captive buyer.
