Leading British entrepreneurs and investment firms expressed their considerable interest for investing in specific projects in Greece during a meeting with Prime Minister Kyriakos Mitsotakis at the residence of the Greek ambassador in London last Wednesday, as well as in other contacts made during the Greek premier’s visit to the UK.

Mitsotakis pointed out three main factors that give Greece its significant competitive advantages: its geostrategic position, the high caliber of its human resources in terms of education and skills (including the brain drain flow that is being reversed) and the political stability that has returned to the country.

On Tuesday, November 23rd, the bill on strategic investments and the acceleration of procedures in the wider investment environmentis introduced in parliament for a vote. The bill ensures the necessary legal clarity and creates more attractive conditions for prospective strategic investors.

It is easier to characterize an investment as a strategy as the required financial figures are reduced. New capital incentives are introduced in specific categories of investments. At the same time, the procedures for the licensing and control of the implementation of strategic investments are accelerated by entrusting the monitoring to private entities. A new category of Strategic Investments is introduced under the title "Emblematic Investments of Exceptional Importance" linked to the resources of the Recovery Fund.

As far as private investments are concerned, by amending the current Development Law 4399/2016, substantial improvement interventions are promoted in the procedures for the evaluation and control of investments in order to make them faster and effective. The bodies from which the members of the Evaluation Committees will come are expanded, involving more certified auditors coming from the market and specific deadlines are set for the evaluation and control of the implementation of investment plans.

That equates to a market cap of approx £5M which IMV is far too low.

French hospitality giant Accor is planning to expand its presence in Greece with the opening of new hotels, the group’s president and CEO, Sébastien Bazin, said recently.

The country’s national recovery plan Greece 2.0 is set to change the hospitality market securing significant investments, said Bazin in an interview to Greek newspaper Kathimerini. He added that Greece was a “top destination with unique assets” that has taken a turn towards “higher quality tourism”.

Tourism, investments and trade topped the agenda of talks between Greek Tourism Minister Vasilis Kikilias and Saudi Arabia Investment Minister Khalid bin Abdulaziz Al-Falih, during his recent official visit to Athens.

The Saudi minister said tourism was an ideal springboard to further enhance relations between the two countries. In this direction, he requested that tourism sector professionals accompany Prime Minister Kyriakos Mitsotakis on his upcoming visit to Saudi Arabia.

The Saudi Arabia investment ministry and Enterprise Greece, the country’s official investment and trade promotion agency, signed an agreement this week to facilitate investor activity between the two nations. An agreement to establish a business council between the Hellenic Federation of Enterprises (SEV) and the Council of Saudi Chambers followed.

“We reaffirmed our mutual will to strengthen economic cooperation by tapping into business opportunities and promoting investment in both countries,” said Georgiadis, who confirmed that a delegation of entrepreneurs from Greece would be visiting Saudi Arabia next month.

A mission of Saudi businesspersons will be visiting Greece by the end of the year, he said.

This bill is the "Book of Strategic Investments". "This bill changes the way the state operates when it receives an investment plan."

The Ministry of Development & Investment invites all involved institutions, private, public and wider public sector, the object of activity and the purpose of which is related to private and strategic investments as well as the citizens to participate in this public consultation, expressing their views and comments on the proposed arrangements and awaiting the relevant suggestions.

Georgiadis: The Greek economy is recovering rapidly

The Draft Law "Strategic investments and improvement of the investment environment through the acceleration of processes in private and strategic investments" was put to public consultation on 26/8/2021 , by the Minister of Development & Investment , Mr. Adonis Georgiadis and the Deputy Minister of Development , Mr. Nikos Papathanasis .

According to the Ministry of Development and Investment, the specific Draft Law seeks to improve the investment environment in our country with arrangements that ensure the acceleration and flexibility of administrative procedures for private and strategic investments as well as legal certainty for candidates. through the creation of a single institutional framework regarding strategic investments.

The two parts of the bill
The Draft Law is divided into two main parts. Part A includes the consolidation of the provisions of the two main legislations on strategic investments to date, Law 4608/2019 and Law 3894/2010. By consolidating the provisions of the above two laws into a single legislative text, the necessary clarity of the legislative framework on strategic investments is ensured. Also, the parallel validity of the two above-mentioned legislations is removed, which in some cases, provided for different regulation on the same issues, causing confusion and legal uncertainty to the potential strategic investors.

The Second Partof the Draft Law refers to the private investments of Law 4399/2016 and includes improvement interventions in order to make the aid schemes of Law 4399/2016 more attractive. This is achieved through the introduction of a new processing scheme for industry support, the reform of major schemes and innovative aid, and the addition of new eligible activities. At the same time, substantial improvements are being made to investment evaluation and control processes in order to make them faster and more efficient. The bodies of origin of the members of the Evaluation Committees are expanded and more certified auditors are involved, who come from the private economy. In addition, A time limit is introduced for the completion of the evaluation of the investment plans to be included as well as for the completion of the certification control of their implementation. The introduction of the above time limits will significantly reduce the required time for evaluation and control of investment plans under the Development Law. Also, regulations are proposed, which ensure greater flexibility and speed in the implementation and completion of investment plans, and a special treatment of investment plans in demilitarized zones is introduced.
