There isn't so much of a leader, more of a consensus that people work to. It is like religion, there is a basic narrative, I would say for Europe it is Marxism as a green party philosophy from which variations on the theme are derived and light competition is engaged on which particular theme works best. The more evangelical people move to impose their theme as the better one and fellow subscribers do their bit in their own spheres without any need for direction. Here and there small associations occur due to proximity, such as like minded in the commons tea room increasingly sitting together and organise various initiatives doing their little bit to help the team. Sometimes this escalates into more pronounced action leading to political action like the coup(s) with a specific end game in focus. At this point in time, the end game for Brexit hasn't even been dreamt of. Actions working towards the target have undertaken from day one, and Boris emerged as a principle obstacle after the last election. He couldn't be removed democratically or pressed over a small majority - he was far too secure in election terms.
But an event may happen that allows an opportunity, a scheme evolves from a table of like minds, or a lone wolf sets off a chain of events that can be capitalised on. Team EU has a definable target which makes them dangerous to our freedom and democracy. Brexit is open ended and has no ultimate target, look what happened to UKIP once the Brexit vote target was achieved. They no longer had a focus and evaporated, job done lets go home. Once the 'save Brexit' campaign comes into focus, then there will be a counter campaign against the europhiles, but that will require a leader to give the direction and define the target. Who will it be? Boris? Farage?
