Would one MM help out another, "you give me what you have holding the price, raise the bid a little if needs be, collect some shares for me then we can transfer them at an agreed price later on, obviously this will show as a sell when we do the transfer"?

So why continue the charade then? Surely it is time to push sp up and generate some real movement, they will have to wait a bit but surely can start to pick shares up when the market moves more freely. I suppose the risk is that it rockets, answering my own question perhaps.
If short they are either fuc5ed or genuinely expect to get shares from somewhere, time may (or may not) tell
