That may or may not be true specifically as regards equity. But Germany has blocked Chinese moves on tech companies, specifically in robotics. And laws are a question of consensus. If all nations agree, anything is possible. Before brexit, the EU sought to block cheap chinese exports of steel to the EU, which threatened Europe's steel industry, by applying tariffs. The UK refused, and so failed to protect their steelworks, making the Port Talbot factory dependent upon Indian financial support and almost driving it into liquidation.
Don't be to quick to condemn the EU. It's not perfect because it's an ongoing project, but it's more powerful to have 27 nations cooperating rather than competing in a world of massive power and trading blocks. Personally I deeply regret brexit. So much so that I have left the country.
