Does the Czech Republic have a bureaucracy? No, not yet. But they're a given. This mine has to happen. The EU, the car industry, and the CR need it to happen. EMH has exclusive rights, and all recent utterings from the govt have more or less stated that they're a given. The mining licences are a non issue.

What Seba says is highly relevant to cities in the developed world and the transition countries like China and India, but not in many other developing world cities imo. Vast slums with no water, or sewerage, or waste mgmt, and crucially no electricity, with populations likely to at least double by 2030. People there will keep their jalopies going on veggie oil if they have to. I think you under-estimate the degree and scale of the poverty.

Have you seen the slums of Jakarta or Rio or Lagos? They don't even have water let alone electricity, and their populations collectively run to hundreds of millions. Uber?

I agree wholeheartedly, with one major caveat.. I'm not sure about the mega cities in the developing world, like Jakarta and Lagos, and the African continent as whole, much of S America, and the rural far East. Whole transition requires that vehicles are replaced. Incomes are so low in these places that people cannot afford to replace their aging bangers.
