Environmental groups and groups such as the link you posted are independent groups and likely directly affected which is why they’re always so gung ho in their approach. They don’t reflect govt opinion in the slightest.
Take a look at some of the recent news relating to GOVT opinion:
1. State Minister for Energy and Mineral Resources Nasrul Hamid said that coal mining will be done by ensuring underground water management. Rehabilitation and employment of the locals will also be ensured. He said that if there is a coal mine in that region, crop production will decrease by BDT 5 thousand crore annually. On the contrary, coal worth about BDT 70 thousand crore will have to be imported in the future.”
“It is possible to extract coal from this mine by the open pit method. This mining license is now in the hands of the multinational company GCM. A majority stake in GCM is said to be owned by a Chinese company. GCM has submitted a full feasibility study on the mine development to the government.”
2. 'State Minister for Power, Energy & Mineral Resources Nasrul Hamid has recently said that it is not possible to leave so much coal underground and import it. “Sooner or later, we will have to extract coal locally. For this, local people will be paid adequate compensation.”Hydrocarbon unit recently told Energy Division that Fulbari holds $83 billion worth of coal and $17 billion worth of other resources.
3. "BBC Bangla has learned from the Ministry of Energy that a proposal based on various surveys and feasibility studies conducted in the country's coal mines will be presented to the Prime Minister by "APRIL" and approval will be sought."

4. State Minister for Power, Energy and Mineral Resources Nasrul Hamid recently told a BBC interview he is putting forward a recommendation for open-pit coal mining (Phulbari is the only option for open-pit)
Just a few extracts from recent press releases, these sort of comments would’ve triggered riots in years gone by but now….nothing!! It’s a case of needs must and nowhere else to turn!

Lewis there were quite a few groups like this set up in the past objecting mine development at Phulbari, it’s very telling that try as hard as you might and you won’t find anything posted from any of them the last 12 months.
‘GCM's field team continued its close contact with the local community and local authorities to ensure they remain fully informed on the Project. The 67 "Community Liaison Assistants", recruited from across the Project area, play a vital role in our two-way community communication strategy.’
‘Feedback from government agencies indicates the desire for the local people to be stakeholders and to be motivated to support projects, i.e., offer employment, provide education and fairly compensate for land required and people displaced. The Project's Resettlement Action Plan ("RAP") comprehensively deals with the government's desires for the local people and was prepared as part of the coal mine's all-encompassing Environmental and Social Impact Assessment.
GCM is committed to lift the amenity of its local community and will ensure the RAP will deliver:
· Full and fair compensation prior to displacement;
· Fairness, transparency and choice;
· Higher living standards (town/village sites improved amenities);
· Financial grants to enhance livelihoods;
· Training and preferential employment; and
· Support of farmers to enhance agricultural production.
GCM maintains facilities in the Project area and its resident field team is in close contact with the community and local authorities. The field team is assisted by 67 Community Liaison Assistants ("CLA's"), recruited from across the Project Area.’
