Imo the whole open pit (phulbari/bara) discussion back in 05/06 was a set up. Protests such as those that took place did so via ‘paid actors’ (as is the case everywhere, when murky politicians are involved). A set up as a means to import expensive coal and the elites at the time, lining their pockets. Nothing else justified a blanket statement from Hasina banning potential green light to cheap, readily available better quality coal via open pit method - It certainly wasn’t the locals (no matter what lies you’re fed) - as usual, they were used as a smoke screen to justify the cronies lining their pockets.
With Hasina gone, it was all or nothing for GCM holders, no matter who took interim charge, whoever followed would adopt the interim govt ideas on everything, that’s how politics works (again paid actors, riling up locals resulting in Hasina absconding from Bangladesh) - a ‘nobel peace prize winner’ took interim charge - the importance, it gave an insight into who’s behind the actors and it certainly wasn’t the Indians (thankfully for us).
Interim govt mind is now set:

There is no going back now boys, it is happening!! IMO!!
Media controls everything to sway public opinion in a certain direction…which is now is firmly in our favour. So expect news articles, govt spokespeople etc (ducks lining up) all factors in driving up the SP here until green light given.

Bangla-China relations going from strength to strength, a quick online search shows just how it has ramped up since interim govt came into power (and in turn the next govt), from military technology, to everything else.

Previous ‘issues’ stopping us from a green light on paper have all already been addressed by BOD - resettlement plan, already agreed to by locals - studies on social impact, agriculture, water management all been done (available on gcm website). The real reason was hasinas gravy train as Redeye perfectly put it.
