The BoD do not hold over 71%. The BoD and two significant holders, Corstone Capital Partners LLC and Roger John Barby, do not hold over 71%. Corstone Capital Partners LLC are no longer a significant holder as they disposed of 34,750,256 ordinary shares on 8th January 2016.
