"what next, tax cannabis smoke? there is plenty around"
There is a compelling argument to "legislate, regulate, educate and tax" in regard to cannabis. Consider the millions of pounds spent on (unsuccessfully) enforcing the law for a drug that has no fatal risk and few victims, the billions of pounds that go into the black economy, the level of danger that "home grows" create to neighbours, the impossibility of educating young people on the risks of smoking high strength skunk for the developing adolescent brain, the many medical uses of cannabis and the fact that people cannot buy according to strength. One starts to wonder why it is illegal. Locally produced cannabis would create employment, bring in enormous tax receipts, reduce pressure on police and the courts. The harms associated with alcohol are far higher, yet I can buy that 24 hours a day. Hemp, whether psycho active or not, is an incredible resource that can be manufactured into many products. I believe protecting the cotton industry has been far more influential in our policies towards cannabis than protecting the public.
