Timely availability of the power supply at La India will be a key driver for overall achieving the planned completion schedule. Anyone who has experience in construction/commissioning of large industrial projects (mining, O&G, etc) as do I will be looking at summary schedule published in last RNS and feeling somewhat concerned at the main sub-station completion critical path.
They have outlined a late change in the execution strategy / scope of work split for the main sub-station related works which is stated as being aimed at saving money. I would question if this is the whole story that we are getting here and whether the real main reason was that there was a schedule over-run being forecast with using the original Enatrel turnkey execution strategy?
For a building scope the overall schedule is mainly driven by the civil construction works duration and so imo it’s likely that MTL has established that they can squeeze the schedule if they took on the responsibility for the Construction works by using their already mobilised and active civil works subcontractor on the job site.
However whilst on paper they will be predicting a saving in both the cost and schedule with this change in execution strategy,
they could ultimately live to regret it if it’s not managed effectively. Such late changes to execution basis often lead to problems dealing with the many new interfaces that will have now been created versus the turnkey responsibility approach. With schedule pressure often comes the risk of there becoming a blame game relationship between the various involved parties when issues arise, as they inevitably do.
We shall see how it progresses in coming months, but squeaky Bum time seems an appropriate quote for the time being. DYOR.
