The planning is in for an alternative access which might free it up
This means the schedule is driven by procurement not the civil construction .
This could be the delay.

SECOND PHASE STARTED
We recently started the second phase of
infrastructure works at Protos. The £10m
works will provide road access for the new
49MW energy recovery facility, and the next
phase of plots at the strategic energy and
resource hub.
The works include:
- New access roads
- Three further new nature areas to create
habitats for wading birds and water voles
- Two new bridges providing ditch crossings
- Upgrading the existing canal berth onto
the Manchester Ship Canal
- Water supply to phase 2 plots
- New services infrastructure
The works are programmed to complete
