DOW JONES NEWSWIRES The second tropical depression of the Atlantic storm season has formed over the western Gulf of Mexico and tropical storm warnings have been issued for the area, the U.S. National Weather Service said Thursday in an advisory. Authorities have issued warnings for parts of the Texas and Mexico coastlines, the NWS said. The warnings cover the area south of Baffin Bay, Texas to Rio San Fernando in Mexico and include the mouth of the Rio Grande, the advisory said. The warning means tropical storm conditions are expected in the area within 24 hours, the agency said. It said that as of 0300 GMT the center of the tropical depression was moving toward the northwest at about 14 miles per hour (22 kilometers per hour), and that the depression was expected to make landfall near the Texas-Mexico border on Thursday afternoon or early evening.
