UniVision, the Hong Kong based group whose principal activities are the supply, design, installation and maintenance of closed circuit television (CCTV) and surveillance systems, and the sale of security related products, is delighted to announce that additional works have been confirmed recently by MTR Corporation Limited in Hong Kong ("MTR Corporation") under the contract for the replacement and provision of the CCTV systems for 84 MTR stations and 69 stops of Light Rail following the award of the Contract as announced on 12 May 2017. ("the Contract") The additional works are for the provision of Optical Fibre Cables for Tseung Kwan O Line Tunnel Sections, and are part of the optional works as allowed under the Contract. The value of the additional works is HK$7m (£0.7m) and has not been included in the original contract sum of HK$389.4m (£38.1m) as announced on 12 May 2017. The total value of the Contract including the additional works is therefore HK$396.4m (£38.8m).

The MTR Corp Ltd published an Executive Review Panel Report yesterday, which also suggested more fire drills, training and safety equipment. The panel was set up after a mentally ill man allegedly firebombed a carriage on February 10 injuring 19 people including a female tourist from Taiwan. The panel, in a debriefing on the response, considered MTR staff and emergency services handled the incident in a "robust, orderly, speedy and effective" manner. They also concluded the train and station equipment "functioned properly as designed." The panel aims to "gradually increase" CCTV coverage in train cabins, although it insisted it would not have made a lot of difference regarding casualties. "[The issues] were dealt [with] in a timely and orderly manner, and the provision of in-train CCTV would likely have made no difference to the outcome of the incident," the panel said. But it made the recommendation in line with the corporation's "continuous improvement philosophy." In six years, in-train CCTV will provide full coverage from the current 35 percent. All 93 new trains to replace old urban line trains and the future Sha Tin to Central trains will have cameras installed. Trains in the remaining fleets will have them installed during mid-life refurbishment. The frequency of joint drills with police and fire services will be increased from 12 to 15 times a year. Station staff will also get further fire safety training. The MTRCL will also provide more fire extinguishers and fire blankets at stations with additional labeling. It also vowed to enhance public education by working with fire services. However, with 5.6 million passenger journeys a day, the panel did not consider security checks at entry gates for banned flammable and dangerous items due to "operational considerations." The panel was jointly chaired by operations director Adi Lau Tin-shing and engineering director Peter Ewen, and included six other senior staff. There were also two external experts appointed to the panel. "We will adopt the recommendations as part of our continuous efforts to strengthen our operational capabilities and enhance our services to customers," said Lau, who wished the injured a speedy recovery. Mentally ill Cheung Kam-fai, 60, allegedly launched a firebomb attack on an MTR train that was heading to Tsim Sha Tsui on February 10. Cheung, who has been in hospital ever since the incident, has been charged with one count of arson. He was not present for mention in Kowloon City Magistracy on Monday. The case has been adjourned to Friday.
