India will be looking to retain battery production in their country, the whole game of india now is to replace china as a manufacturing hub for the west.
and due to the low cost that india can make the batteries compared to opening a factory in the UK the costing balance back out with transportation costs.

Apparently the Indian government want them to focus on only factories in India.
