Another area of knowledge that is lacking is the parts per million standards for the permission to swim. The Wharfe case study simply sounds like visual aesthetic winning over substance. Looks pretty, wouldn't go in it though; is the mantra. However, the geographical impedance does not apply to our main rivers, The Thames, The Severn, The Mersey, The Humber etc'. These certainly are the main pollution pathways to the ocean.
The only practical point of reference I possess when it comes to off-grid watershed clean-up are the filtration stages within a sewage services unit for say a country-house. Multiple stage filtration units that install underground or larger surface based units for factories and so on.

However, given the 100,000 plus occasions that Utd Utilities dumped raw sewage I suspect that for the most part geography is not the limiting factor. Debt servicing is; thanks to the information within your helpful article.
Utilities fundamentally do not make money, all that propaganda in the 80's about, 'If you see Sid...', was just that. One day these Utilities will either kill off the seas, then the population and then fold; or just fold and be partially renationalised.
I prefer the latter option. I'm no red under the bed, but I do recognise the shortcomings of capitalism when I see them.
Similar to the big 5 gas and electric providers, water meters should be installed into every property. The large water users need to be charged proportionally. 7 million people live within Utd Utilities boundaries. £8 Billion in debt and the service is shocking. So the government need to reservice that debt and enforce their duties. We can't keep eating fish with the gel from babies nappies as part of it's body. Besides, these actions should be part of the program of help delivered to that currently vanquished symbol of Brexit, the fishing industry.
Marine Protected Areas aren't protected from sewage at all.
The interesting issue for say the Wharfe as an example is setting the level of when they are allowed to pollute sufficiently high so that you can swim in the river but low enough so the whole river valley does not fill up with water cleaning plant. The river already has a fair few water treatment plants and has some very steep sides with narrow valley bottoms.

I've recently had a look at Utd Utilities stat's and they make £300m with a 4.5% dividend. It seems to me that one of the few ways utilities can actually make money is to not do their job or to charge more. Otherwise price-capping and so forth forbids them. Something has to give in order that we might live. A mature discussion isn't too much ask is it?

I'm quite the optimist.
It's in everybody's interest and, in my view, this policy decision would be a massive boost regarding the productivity of protected marine reserves in UK waters. Not to mention less pollution in the fish we eat.
Howdy Boaty, seen the scandal of our polluted rivers on Panorama, I agree its terrible but like climate not enough people care about this bc it doesnt affect them so far.
