External or internal insulation? Most major thermal bridging occurs on the borders of the window join to the wall. If one could move the new window toward the insulation layer that will reduce said bridging. Furthermore, lapping the insulation up against the window-frame internally and externally will help too.

No, but I have a friend who has done that in Orkney. I'm very blessed to live in a part of Yorkshire which has just about everything I want within a 1.5 mile range. We have taken the ancient house to pretty high insulation standards (thanks to the Leeds socialist republic) and theatres, restaurants, schools, gyms, hotels, parks abound at higher densities than just about central London. But windows need an upgrade. Highlands of Scotland would be short of people.
Up sticks Bilbs, Scottish highlands, offgrid Passivhaus fully fitted workshop etc very quiet.
Will probably go for a variety of thicknesses and types of glass. Don't fret two Pro Engineers live here so the debates will be vigorous.
Go for triple glazing and pay attention to the re-gassing schedule (every 7-10 yrs) in order to maintain sound and thermal efficiencies.
I have to admit, living next to an international airport the shear noise drop has been fantastic. When it comes back I'll probably have to upgrade my double glazing to keep the same level of sound. The airport has just had planning approval for expansion. It is tough to accept this madness.
