There are three stages to the Empanelment Process.
Step 1 - Formation of Partnership for Empanelment Application.
Step 2 - Submission of Empanelment Application.
Step 3 - Demonstration of End-to-end AMI Prepaid Solution.
This 3rd step includes:-
- Demonstration of end-to-end AMI prepaid solution in front of testing agency.
- Demonstration of at least 100 meters through:-
> Option 1 - live demonstration in Utility project area.
> Option 2 - Controlled Test Environment in designated laboratories.
> Empanelment certificate awarded for successful demonstration.
It is at this stage, I understand from what I have read, that successful Empanelment companies are available to take part in the tender process.
The time-line on that has still to be revealed.
LTI.
Good morning tonyj,
As far as any future orders from EESL/IntelliSmart/Utilities are concerned, I think the process for Empanelment has to take its course and be concluded and then progression to the next phase.
You will find some more details, in the " Step-by-step Approach For Empanelment Process " on the full Empanelment process, which can be found in the " India Smart Metering Market Landscape and Opportunities ".

LTI answered your qustion tonyj, he actually does find stuff, unlike yourself.
Your expectation of 0.5m thru 2million etc was born many years ago when JC and HB convinced you that's how it works.
They have seen now it's not how it works, why haven't you?
Hello LTI, I may be wrong on this one, probably am. I was expecting to get roll out orders for EESL 0.5m,1m,2m million etc, these are probably about to happen.
I was surprised with the Assam order as whilst it was small it was for the total set up of Comms like INDORE, so it could be that CC will get the 600k order and then the Utilities whole customer base. My reasoning is that Assam has very poor terrain and will probably need to cover bigger distances. That being the case I should imagine surrounding States are the same.
Only a thought, DYOR.
Don't forget to pick some up before SP rises Colour.
The trouble is everything is on hold for a short time longer. Without realising it you have nailed it.
Smart was starting to move in India then the SLA requirement came along, this was natural as many Smarts were not up to standard. However INDORE was doing well. This market cannot wait to roll out and will do so imminently in my opinion..
DYOR
' Repetition I know but as CC has RF and Cellular which covers all of Smart Comms the only things that could hold it back from mass rollout is price (ok), reliability (ok), and speed of installation (ok).'
Take a look at the one market, that CC are contracted into, that is in the midst of MASS VOLUME rollout. Then read your comments above, and work out what is going on.
Morning Colour. I think INDORE now speaks for itself, setting the standard, but I will throw it in from time to time, suppose we should also throw in MYSORE where this generation all began.
Repetition I know but as CC has RF and Cellular which covers all of Smart Comms the only things that could hold it back from mass rollout is price (ok), reliability (ok), and speed of installation (ok). So at present we have a full proof system covering all aspects of Smart Comms and which now appears to be very desirable as apposed to the not needed approach from you over the years.
Still not too late to buy Colour, if you can bring yourself to do it.
DYOR
Blimey, a post without INDOOOORE, well played. Now it's Assam, small, bespoke, niche.....I did tell you : )
doh... DYOR
Well Colour I think you have twigged it. Your senseless one liners, always raising small queries without making meaningful comments and nearly always being negative.
I have made similar comments to you regarding SLA you just need to look.
With Assam it could be that as with MEA we get a fast follow on order for the remaining 500,000 as we are already installing. These coming weeks could be quite eventful including update.
DYOR
Going by the last 'this question is asked by tonyj' effort, it will have been senseless drivel even JC couldn't understand.
That day will live long in the memory : ))
doh.....DYOR
By the way what did we ask Colour.
That must have been one special school you were Head Prefect at.
lol
doh.... DYOR
So you asked, I didn't or neither of us asked.
Interesting
' Yes we did ask.'
I'll try again, who did you ask?
I think Assam, as small a start as it is, has opened the door to our association with Intellismart which is a massive achievement for CC with all the millions that Intellismart controls.
On the otherside of the coin I feel Intellismart knows it is on a winner with CC as they stand by their word and are reliable. Great future ahead.
DYOR
Yes we did ask.
New experience these one liners.
' Well we did ask Colour, '
Sorry Colour, what do you mean.
Sorry, you did ask who tonyj?
Slowly edging up.
I think there may be some hoovering up by any new large buyers before prices get away.
Update is probably imminent and will drive SP forward.
DYOR
Thanks for that LTI..
Well we did ask Colour, will this empanelment ever see light of day one asks. I thought it was going to be published in March not just started.
Thank goodness CC is underway with INDORE, JVVNL, Thailand and now Assam.
DYOR
Good afternoon all,
The next phase of the Empanelment process, is to demonstrate by a pre-qualification demonstration test, prior to participating in smart meter projects.
The process is as follows:-
- REC introduced Empanelment process for AMI Service Providers, in March 2022.
- Demonstaration of AMI pre-paid systems through Pre-Qualification demonstration test prior to participation in smart metering projects.
- AMI Service Providers ( AMISP's ) to demonstrate there proposed solution in a controlled test environment before implementing their solution on actual site.
- Request for Empanelment ( RfE ) issued for empanelment of firms.
- Only empanelled service/solution providers will be eligible for participating in smart metering tendering process at a state level.
So, as we understand it, the Empanelment process has been active since March 2022. The completion date of this process has not been determined, as yet. Or the date that the Request for Empanelment will be issued to successful companies.
But all companies do have " ...... to demonstrate their proposed solution in a controlled test environment, before implementing their solution on actual site."
So a very comprehensive and detailed testing proceedure, I feel.
LTI.
There has been much discussion regards SLA in India. I have long thought the term means very little. You could have a dumb meter, giving the primitive readings we know, but have a very simple 'stop supply' function if ever bypassed. This will be one step up, but could achieve 95% SLA score. Someone needs to list what the SLA scale looks like, because right now it means nothing.
Yes you are right there Colour, we don't want India finishing up like Iran.
Another school of thought on SLA Colour, with INDORE it has become apparent that they can have 99.5% SLA and now that CC can also provide Cellular may be 99.5% could be expected. As OPEX etc comes into play and the profitability of INDORE is seen to be almost immediate with no upfront outlay and possibly speed of installation into the bargain I think some Tenderers will take note of the value of CC.
Only my thoughts, DYOR.
