Totally agree. The Banks are very "conservative" and would think that they would need that licence issue resolving first before they commit.
For anything major as a Webinar is planned. When has anything of "real" importance has been announced?

Well if there is no RNS tomorrow... the last business day of the month I can see a vote of no confidence being shown. Next week we enter the sign posted Q4 and we await news with interest.

How are things different this time.
1.Suppportive mining minister think TK would be up and running if not for the ex minster.
2.Ethiopia now part of the the two funding banks.
3.Government changing the laws to accommodate foreign investment.
4.Ethiopian desperate for the revenue even more so than in the past.
5.Company never got as close as it is now.
6.The other mining companies that Ethiopia want to invest in Ethiopia including one that could generate billions and is planning on investing 500 million dollars.
7.The progress in Saudi means JQ future revenue can backstop future money needs which means kefi more secure.
8.Local government will get a greater part of Ethiopia share.
9.Harry never looked so relaxed he even nearly smiled in one of his webinars.
10.Consortuim involvement from banks flying to Ethiopia to the Equipment contractors giving a tour to the Ethiopian mining minster.
I could probably think of a few more things but basically the company has never been as close as it is now to getting TK of the ground.

TST don't think the Credit Approvals were ever going to just follow through overnight. Lawyers / Internal team have to put in a memo with recommendation, update, get credit committee together x2. That was always going to take weeks (not months).
Encouraging things are (i) speed government moved (on this occasion) and Harry nipping off to US suggests he really does think it's down to the home straight.
Of course even week gives opportunity for Gold to crash, renewed fighting, Harry to have a heart attack ... etc. but my money would be (IS!) on material positive announcement in the next 15 business days.
You've got to ask ... is probability of good announcement more than 75%? If it is what will increase be (100% + ??). If not how much does it dive? Do I like the odds?
