Regus Group PLC23 November 2006 NOTIFICATION OF MAJOR INTERESTS IN SHARES LETTER TO COMPANY ANNOUNCEMENTS OFFICE Substantial Shareholdings Regus Group plc On 22 November 2006 we received notification in accordance with sections 198 to203 of the UK Companies Act 1985 ("the Act") of the following: As at close of business on 20 November 2006, The Goldman Sachs Group, Inc ("GSInc") was interested in a total of 354,452,244 shares of the Company. Of these 354,452,244 shares: • Interest in 332,688,479 shares arose from the interest held by Goldman, Sachs & Co, acting as custodian for its customers; • Interest in 10,958,906 shares arose from a beneficial interest held by Goldman Sachs International; • Interest in 10,804,859 shares arose from the interest held by subsidiaries of GS Inc acting as discretionary managers. Goldman, Sachs & Co and Goldman Sachs International are wholly ownedsubsidiaries of GS Inc. Notes: The total issued share capital of Regus Group plc is 984,791,524 Ordinary sharesof 5p each.
