Response toΒ Competition Commission Review of ITV'sΒ CRR UndertakingsΒ
ITV welcomesΒ today's provisional report fromΒ the Competition CommissionΒ andΒ itsΒ recognition of the case forΒ theΒ reformΒ ofΒ CRR.
Today's report acknowledges thatΒ "there have been significant changes to the television industry since 2003"Β andΒ explainsΒ that the Commission will nowΒ "examine possible variations of the undertakings to take account of the changes that have occurred." The report also acknowledges the changes in ITV's market position and the fact that the SOCI ratchet and the right of rollover for contracts have had unintended consequences.Β
ITV has argued that the advertising market hasΒ beenΒ transformedΒ since the introduction of CRR.Β Β With theΒ uptake of digital broadcastingΒ the number ofΒ multi-channelΒ households has more than doubledΒ from 42% in 2002 to over 88% by the end of 2008.Β This means ITV1's airtime is now substitutable and that the market can self regulate.
Michael Grade, Executive Chairman of ITV plc, said: "We look forward to engaging with the Competition CommissionΒ over the nextΒ threeΒ weeksΒ to identify which post-CRR option best servesΒ the interests of ITVΒ plc, its viewers andΒ advertisers."
He added: "WeΒ would like to put on record ourΒ appreciationΒ ofΒ the time and effort theΒ Competition Commission has put into this review to dateΒ and we look forward to the completion of the review in time for the upcoming deal season."
