Crocqman, I have been doing this kind of work all my working life, 40+ years.
Nothing is certain, things change, but you start with a plan. Once the FID is in place, you make your plan, design & engineering, procurement, installation, commissioning, testing and handover to operations. The plan consists of bar charts depending on the length of each activity leading to the final handover date as stated on the plan.
When you start you make certain assumptions and you could be out on your finish date, but as you progress the engineering and procurement and you place firm orders the plan gets a lot more accurate.
Here, with a SFB, we are now at a stage which is already 3 months past the original re-re-re ... re-revised date of December 2021. All orders are placed, engineering is effectively complete. Yes, Angus should know by now (subject to timely PP & EA approvals) when 1st gas will be - within a day.
