Africa is slowly coming into its own as the pace of development quickens across the continent. In Nigeria Dangote, said to be the 100th richest man in the world is investing in the development of a 2,500 hectare site in Nigeria as an oil refinery. Currently all crude oil is exported and refined products imported. If he succeeds the Nigeria will become a major world supplier of petroleum products including plastics and fertiliser. Can Tanzania hold back from developing its own huge resources. In the past there may well have been reluctance to develop for fear of changing society too much and thus the political dynamics of the country. With increased personal wealth comes education and a bigger middle class. One would hope that JPM realises that change is inevitable and it would be better if he were the one to instigate it. After so many previous rip offs and an anxiety not to let it happen again, plus apprehension for how it might turn out and possibly some in government service feeling out of their depth, it is not surprising that we have encountered various hiccoughs on the way. A glance at Private Eye shows that the UK government gets into similar dithers when coping with a big project. Kibo presents a mammoth win/win opportunity for all involved. I remain confident that it will come to pass, and remember that Kibo is now a regional enterprise as also Mozambique and Botswana are all part of it. Wimbo should well see his great fortune made, and lesser fry a good return for getting Kibo off the ground and to its present position. Remember too the huge investment LC has made in that more valuable commodity 'Time'. If Kibo did not succeed, would he have the time to try again? Most likely not.
