The other day I met a senior engineer working on a project in Egypt. In the course of conversation I mentioned the Stiegler Dam which an Egyptian company apparently is building. He chuckled. He had already been critical of his Egyptian colleagues. Some he said were good and committed but ,most of them were absent from work most of the time. He considered them arrogant, full of self importance and not as skilful as they held themselves out to be. He was not surprised that the Egyptians claimed that they would build the dam in five years. He said it was typical of them to make unrealistic promises. His view is that the Dam will take much much longer, and pondered how safe it would be. According to him there will be little regard for the environment in the process. Now it may well be that he is just an embittered old Scot with racist bigoted views. It is though the poor Tanzanians who will find out how true his misgivings are.
