The phrase 'Clutching at straws' comes from the idiom that a drowning man will clutch at a straw. Ie. Desperate people will try anything, however improbable, to save themselves.
This is clearly not that.
Although ironically you probably could class your use of 'clutching at straws' as clutching at straws in your attempt to downplay the inevitability of the gas being brought to market.
