Look like this could be it with Local Governor signature for land access thru section 23.4.2 of Article 21.3.2 land use at Meeting TOMORROW!

In Sept 28 RNS "The district representatives have considered their willingness to do this (speed up remainder of process) as long as Central Govt supports this."

They DO and HAVE and this look like we finally there.

Implementation of ARTICLE 21.3.2 of the LAW ON LAND - this is Law that deal with LAND USE province.

It is main land law and look like final authority to give governor decision for land access on Central Govt order.

Article 16 Mongolia has SPECIAL NEEDS land

16.1.8 CONTRACT OIL FIELDS according to the product sharing agreement.

18.1 The Government shall exercise the following powers regarding land relations:

18.1.2 Allocation of land for special state use

23.4 The steward of the district land (local governor) has the following powers

23.4.2 Based on the Governor's decision, sign contracts with Enterprises on the issue of land ownership and use and issue certificates of RIGHTS (this will include LAND ACCESS)!

China WILL WANT PETRO MATAD if they can get it. Make 100% sense for own domestic import supply & logistic next to Petro China.

Mongol Govt maybe try to stop them but OFFER & all activity will make very exciting time here lol

If TAKEOVER offer happen do not think it will be soon but maybe wrong & iwill before full development grow.

Agree - Mongolian Govt want to protect domestic production AND think Petro Matad have more plan to work in very close way with Govt (IOM meeting / helping with Tender process / attract foreign JVs).

Also must ask mr Buck if Project of National Importance important for any takeover.

BUT

PETROVIS is not charity and want to see ROI. Production revenue help grow business but also think will not be that long for LIMITED DIVIDEND.

Investor have own opinion how long but with FAST TRACK full field development to 7,000 - 10,000 bbls a day then will not be long. Do not think they will wait for full development to introduce this.

If you think Petro China get there field take away by Mongolian Govt you do not understand Mongol / China relationship or Govt economic development plan LOL!

When we talk about any takeover this is just something Mr Mike Buck mention in interview when ask. Make sense for China but does it make sense for Mongolia who push DOMESTIC PRODUCTION? Will PROJECT OF NATIONAL IMPORTANCE status have affect on this?

Anyway takeover not in discussion yet!

Point I make is this is first time I see Petro China / Petro Matad Meeting together and maybeshow they see as fellow producer status now.

RNS or not next week - who know for sure.

No talks or negotiations when Cabinet have ORDER this. Check also Law change early this year. Before local had power but Govt see this go against business so change law.

Herder compensation AGREED months ago not "starting"(keep up). This is not negotiation. This is beauracratuc process.

There is difference and like Mr Thurngasson point out all this thing coming together.

Use weekend to research better.
