Being asked to speak at the conference is an honour but she would need to be ready to brief with all information available and the answer to the license being ready or not ready is a huge part of that brief.

With the conference being a short time away I would be very surprised if Lorna has'nt asked if it would be ready but an answer of 'what will be,will be' was probably the answer or a likelihood/unlikely may have been possible.
