I extracted this observation from the long-winded article, linkposted by Mirasol 09/11 / 09.47, just to say that what might be at the bottom of the sea depends upon our hunger for oil, the outlook for which has dramatically changed since 2019.
I believe a lot of what has happened with HUR over the years has been driven by world views of energy requirements and climate politics. In 2019 there was still a prevalence for diminishing exploration and shutdown. Now, the harsh reality of limited resources and rising demand is producing a completely different RealPolitic, Putin style.
