Kenny, I think you are right. In principle the government is investing in the ideation and development phase in the expectation that will earn it back multiple times once in mass production by taxes. You need to apply for the funding by a project decription and explain why you should receive the innovation funding and after review you will get the funding awarded or not. During the project you have to collect the project hours spent and report on progress/results. Most of the governments do it like this.
Since the spire health tag is something similar concept and sold in the Apple stores, this could be an interesting application... small size, little energy needed, fast charging and cr2032...
