I know several people who work for Shell and BP, the company line is to go out and replace the lost Russian barrels, new frontiers are go!

Even the big IOC's are not expanding, I should know I work for one and there is very little in the pipeline ( no pun intended).
It's all about returns to shareholders for now, maybe they think this price increase will be short lived, big projects require large capital and won't come onstream for years to come - it's a big commitment.
I'm happy to load up n cheap oil stocks and take the divi, i3e to date has got me out of a big hole on some other investments and I was lucky to get in here from 4.87p and have topped up all the way and will continue to reinvest every divi from here on.

Generally you're just about there if you have permission to introduce hydrocarbons. There will still be a full function ESD test to be completed with the plant in a running state.
There are obviously tests which can only be done with hydrocarbons in the process and compressors will also have various commissioning activities to complete. Recip comps are fairly straightforward but they can only be proven whilst running.

startup dates is part and parcel of the oil & gas industry, I've been in the game over 30 years and never hit one yet.
On another note, we've no idea whats been talked about regarding the hedge, not all loan companies are bad so there may well be some wiggle room here.

The SP is crap because people won't invest in a company who have history of leaks of price sensitive information.
