Ministers receiving fixed penalty notices is hardly anything new. Let's have a look at the opposition's record.

Who could forget Liam Byrne, (he of there's no money left fame, remember him) who said yesterday “We can't have a rules based order with leaders who break the rules.” In 2007, Byrne was fined £100 after admitting to using his mobile while driving, as well as receiving three points on his licence. The fine was ironic as, at the time, Byrne had been a long-standing road safety campaigner, tabling a petition in 2005 from constituents calling for tougher penalties for dangerous drivers.
He once told a parliamentary committee that the most dangerous drivers were “serial potential killers” and said he was “shocked” at the leniency of sentences handed down to them."

You are right the EU is not a military organisation, for an organisation that doesn't plan to be, it spends a lot of time talking about it, especially Macron.
The EU was a trading organisation, look what that morphed into. If you want to go back further remember it morphed into the common market before that. We all know their ultimate aim and the UK was right to vote to leave before we couldn't.
You're correct about the collective sanctions from EU members but they weren't very quick were they, and that is their major failing.
We, the UK, were flying anti tank missiles and various equipment while the EU were still trying to summon the various members representatives to make some sort of decision. Then even more time to make an announcement (they all have to agree).
The German's hadn't even boxed up their 5000 helmets but refused to give us air space just in case the Russians withheld their gas.
Brussels was like Fred Karno's circus at the time, like a rabbit caught in the headlights, whereas the UK was resolute and decisive.
We've had all the bull s h i t about how the EU have prevented war in Europe for 70 years, sadly we know for certain that's exactly what it was, BS.

The EU is a busted flush. The supposed unity is a farce. My comment was a general one of perceived unity in which Brussels is having a hard time convincing members to 'toe the line.'
Whilst I recognise the NATO element, sadly the EU has until now, shown a general complacency even distain towards NATO as can be seen by their failure to even commit to the required 2% GDP defence spending. In short they are broke.
There's been more talk, well bluster really, of a European army than shoring up their NATO commitments. And who would command an EU army? Even Putin's rag tag outfits would be driving up the Champs Elysées by the time they had made a decision. It's just another grandiose farcical scheme.
They don't need the so-called EU unity for defense matters, that's the job of NATO and if 'god forbid' this Ukraine Russia conflict spreads westwards it will be NATO that will lead, not EU unity.
