NEW YORK -- The U.S. government's auto safety agency is investigating whether last year's recall of Tesla's Autopilot driving system did enough to make sure drivers pay attention to the road.
The National Highway Traffic Safety Administration says in documents posted on its website Friday that Tesla has reported 20 more crashes involving Autopilot and since the recall. The crashes and agency tests raised concerns about the effectiveness of the remedy. The recall involved more than 2 million vehicles, nearly all the vehicles that Tesla had sold at the time.
The agency pushed the company to do the recall after a two-year investigation into Autopilot's driver monitoring system, which measures torque on the steering wheel from a driver's hands. In the probe, the agency was looking at multiple cases in which Teslas on Autopilot ran into emergency vehicles parked on freeways.
The recall fix involves an online software update to increase warnings to drivers. But the agency said in documents that it has found evidence of crashes after the fix, and that Tesla tried to address problems with additional software updates after the recall fix was sent out. The updates may not have worked.
"This investigation will consider why these updates were not part of the recall or otherwise determined to remedy a defect that poses an unreasonable safety risk," the agency wrote.

The NHTSA said in its report that Tesla's Autopilot and FSD was not designed to keep the driver engaged with the actual task of driving. In many cases they examined, the drivers of the Tesla vehicles in the recorded crashes leaned too heavily on the technology and lost focus on driving to the extent where critical evasive action was not able to be done in time to avoid a crash.
When reviewing the crash logs provided by Tesla, the agency found that the Tesla drivers involved failed to brake or steer out of the way of hazards, even though they had enough time to do so. In 59 of the crashes looked at by the agency, drivers had "five or more seconds" — enough time to react before hitting an oncoming object. However in 19 of the crashes, drivers had "10 or more seconds" to react to oncoming hazards in front of them.
“Crashes with no or late evasive action attempted by the driver were found across all Tesla hardware versions and crash circumstances,” NHTSA said.

Of those crashes, some of which involved other vehicles striking the Tesla vehicle, 29 people died. There were also 211 crashes in which “the frontal plane of the Tesla struck a vehicle or obstacle in its path.” These crashes, which were often the most severe, resulted in 14 deaths and 49 injuries

If not used together with the wording in the new IQ could they be licensing the software. I wouldn’t think would use their own system and use all SEEs blurb.
If the new system client wants monitoring do they have to use Guardian? Or will the IQ allow monitoring aswell?

A message was left early Friday seeking comment from Tesla.
NHTSA said that Tesla reported the 20 crashes in vehicles that had received the recall software fix. The agency has required Tesla and other automakers to report crashes involving partially and fully automated driving systems.
NHTSA said it will evaluate the recall, including the “prominence and scope” of Autopilot’s controls to address misuse, confusion and use in areas that the system is not designed to handle.

When considering distracted driving action, there are two primary types of behaviour to detect – ‘owl’ and ‘lizard’ motions.
‘Owl’ motions are where the driver is physically turning their head toward any direction – up, down, left, or right. If the difference in orientation is significant over a duration of time, a distraction alert is created.
‘Lizard’ distraction is when the driver’s gaze is pitched away from the road ahead without a change of pose to the head. This type of distraction is primarily detected based on the duration the eyes appear to be off the road ahead.

More research into BMW Group's plans to integrate DMS across its entire model line. This slide from the Nov. 2023 investor presentation shows the model refresh schedule. BMW is typically adding DMS with the introduction of BMW Operating System 8.5 and 9. For example from July 2023, the BMW models 7 Series, iX, i4, X5, X6 and X7 as well as the M models X5 M, X6 M and XM were refreshed to use BMW Operating System 8.5. This is the point where the Gen. 2 DMS is being installed, usually in the instrument cluster. The slide shows BMW is also underway with installing DMS across the MINI model portfolio, which has been confirmed from previous research.
Since the new #safety regulations apply even to ultra-low volume models, BMW has also had to update the Rolls-Royce Motor Cars family. Shown in the top right of the picture is confirmation that BMW has already added DMS to the Rolls-Royce Spectre, with the now familiar purplish glow of the 940nm IR illuminators showing on the left side of the instrument cluster.
As previously discussed, BMW Gen. 2 DMS is assumed to be supplied by Seeing Machines, replacing the Gen. 1 DMS from Smart Eye.

for suppliers, those next stages include increased need to understand and interpret human physiology – such as intoxication, drowsiness and ill health – and the automotive industry is benefiting from research in other areas. smart eye technology is supporting studies of human behaviors for qualitative studies, and monitoring responses to entertainment and advertising.

Stay Aware for Everyone (SAFE) Act
The third bill – the Stay Aware for Everyone (SAFE) Act – will tackle the threat of distracted driving, a problem that is only increasing with the proliferation of “driver assistance” technologies that can encourage complacency if misused on the road. The SAFE Act will specifically require the DOT to study how driver-monitoring systems can prevent driver distraction, driver disengagement, automation complacency, and the foreseeable misuse of advanced driver-assist systems. The legislation also requires a rulemaking to mandate the installation of driver-monitoring systems based on the results of this study, which shall incorporate appropriate privacy and data security safeguards.

Three U.S. senators want driver monitoring systems
WASHINGTON (Reuters) -Three Democratic U.S. senators on Monday said they are introducing legislation that would require U.S. regulators to mandate installation of driver-monitoring systems to ensure motorists pay attention while using systems like Tesla's Autopilot.
Senators Ed Markey, Richard Blumenthal and Amy Klobuchar introduced the measure on Monday, saying they hope to get it included as part of infrastructure reform legislation. The National Highway Traffic Safety Administration has opened 28 probes into Tesla crashes to date, with 24 pending, where Autopilot was suspected of being in use.
The measure also requires the agency "to study how driver-monitoring systems can prevent driver distraction, driver disengagement, automation complacency, and the foreseeable misuse of advanced driver-assist systems."
NHTSA said it does not comment on pending legislation. Tesla did not respond to a request for comment.

Musk reckons there’s a solid shot Tesla will ink a Full Self-Driving (FSD) licensing agreement in 2024, as he mentioned during the company's Q1 earnings call.
Tesla's top dog, Elon Musk, spilled the beans that he's in discussions with a big-time car manufacturer regarding licensing Tesla's electric vehicle tech and their much-touted Full Self-Driving software, which is currently undergoing trials on public streets. The hands-free driving assist system that debuted for Stellantis on the other 2025 Ram 1500s is also available on the RHO. Like GM’s Super Cruise and Ford’s BlueCruise, this system is only usable on pre-mapped highways and allows the driver go hands-off while cruising, but they must keep eyes-oin road and be ready to take back the wheel at any time.

The International Energy Agency (IEA) said that 2024 will be record-setting for electric vehicles sales, with China leading the market.
The Paris-based energy watchdog forecasted that electric car sales will hit 17 million this year, compared to 14 million in 2023. More than one in five cars sold globally is set to be electric, according to the IEA.
"Rather than tapering off, the global EV revolution appears to be gearing up for a new phase of growth," said IEA Director Fatih Birol.
"The wave of investment in battery manufacturing suggests the EV supply chain is advancing to meet automakers' ambitious plans for expansion. As a result, the share of EVs on the roads is expected to continue to climb rapidly."
