When the government decides on a government matter, it is the end product of a long and thorough preparation process within the Government Offices.
What is a government matter?
Government matters are matters that the government decides on. The cases that the government must or may try are stated in the form of government, which is one of the constitutions. The Government may not decide on matters on which the Riksdag has the exclusive right to make decisions, such as legislative matters and the state budget. The government must also not decide issues that are to be tried by a court, or decide how another authority is to use its powers in an individual case.
Examples of government cases:
Ordinances with instructions on what an authority should do and what rules it should follow,
Examination of certain appeals against authorities' decisions and
appointments of senior public servants such as ambassadors, governors, directors general of state authorities, boards of state-owned companies and rectors of universities and colleges.
Government meeting - decisions in the matter
Government decisions are made at the government meeting, which is usually held on Thursdays. Prior to the meeting, the matter is put on a case list with other matters to be taken up. When the government has made a decision, it is notified to the parties concerned.
Weekly report
Before the government decides the matter, the administrator, head of unit or head of operations reports the matter to the responsible government minister at a so-called weekly report that is held every week before the government meeting. Most cases are decided in practice during this preparation.
List of cases
Before the government meeting , each ministry draws up a list of which matters the ministers will take up for decision at this week's meeting. The agenda is published in the afternoon the day before a government meeting, ie normally every Wednesday afternoon.
The fact that a matter is included in the list does not always mean that it will be finalized at the government meeting. It also happens that matters that are not on the list are still dealt with at a government meeting. Secret cases are never included in the list of cases.
Government meeting
At the government meeting, the government makes its decisions. Government decisions are usually made by the government as a collective, where at least five ministers must be present for the government to have a quorum. The Prime Minister prefers his or her own affairs, and is replaced by another Minister if he or she is unable to attend the meeting.
