Mongolian government officials have repeatedly said that they are keen to make the country more resource independent and that they want to boost domestic extraction. For that, they will need foreign players such as Petro Matad.
Although the local Petroleum Authority has recommended that the Block XX Exploitation Licence be approved the final decision is now with the cabinet. Given the delays, Petro Matad is unlikely to start operations at Heron until the spring of 2023.
In the meantime, everything has been put in place for the company to be able to start operations quickly once it receives the official green light. All the pumping, downhole completion and power generation equipment is already on site and ready for a quick launch while the talks with Mongolian drilling services provider DQE Drilling are in the final stages of discussion. If discussions with Petro China proceed according to plan then the Chinese oil company will deal with oil processing, exports and sales.
As Mongolia’s bitter winter sets in, unless there is a regulatory decision soon, Petro Matad’s share price could end up hibernating like everything else in the country until March, when operations restart again.
