Tomorrow is the end of quarter 1. In the quarter there have only been three RNSs. Of those one was a change of nominated adviser RNS. The second was the preferred bidder status RNS in relation to the Falkland Islands contract and the third was the Arnish contract. While I understand JW's view about releasing information I think and I believe I may have said this before the lack of any official information may be giving the impression that HARL will not meet the revenue forecast.
Hopefully we will get more contract RNSs in quarter 2.
Bubble2021 ref 16.33 post I am not aware of any new proposed legislation coming from the government specifically about ferries. That said during the Westminter Hall debate Bon Seeley said that he was drafting a bill to bring in a regulator for ferries. However, it is very hard for a Private Members Bill to get through without explicit or implicit government support.
Bubble2021 ref 14.43 post I read the Hansard report of the Westminster Hall debate yesterday on the cross Solent Ferry and judging from the Minister's reposnse HMG will be veryn hands off.
What is not clear to me is whether the creation of an investment zone for all of Northern Ireland would mean that a Freeport centred in Belfast Harbour will not be proposed. Also I still not sure if the final proposal would be for an all Norhern Ireland Investment Zone. It is clear that this is a work in progress.
Running1 ref 17.22 post I would also draw attention to part of the response from Deputy Martin where he says ' I take the Deputy's point in terms of Belfast and its capabilities. I generally agree with what the Deputy has just said there. ' When you also note that Deputy Martin also said ' Also, in terms of an earlier question from Deputy Mick Barry, we need to procure ships, aircraft, equipment and weaponry. There is a need so there is a need for a defence industry.' It may be that HARL might subject to the procurement rules become the preferred shipbuilder for the Republic of Ireland due to the sensitivities around the need for a Defence Industry.
Apologies for going slightly off topic. While checking the Order Paper this morning I noticed this under Westminster Hall Debates.

Things must be bad if MPs go to the extent of having a debate on the matter.

I note that the original decision to replace the ferry was made in November 2022 and over a year later theyare nowhere near issuing a tender at this rate it wll be at least two years from original decision to tender. As this is an urgent requirement I would have thought a decision on the full business case would have been done by now. This highlights the need for an overhaul on how approvals are given for major projects.

LSE03 ref 11.03 Can I correct you what the Leader of theHouse said was that an application for a debate would be well attended. This is not the same as granting a debate it would be for the backbench business committee to grant one. Although Penny Mordaunt all but told the Backbench Business Committee to allow one. So I would expect one after Easter.
Si_Derman ref 14.22 post the problem is that under the current parliamentary rules there are limited opportunity for backnemch MPs to secure a debate. They can apply for a adjournment debate which will secure them a half an hour debate at the end of the day or they can apply for a Westminster Hall Debate which can be for up to 90 minutes. On very rare ocassion the government might agree to a debate in government time for a debate. The only otherb alternative is a backbench debate that would need to be agreedwith the Backbench Business Committee. This last one is the best opportunity as these are on the floor of the House.
