There is an extremely harsh way to bring a 'Rogue Nation' (depending on your opinion) to the negotiation table. Start destroying its cities one by one (not ideal in the 21st century), but this generation of leaders in the UK and Europe e.g. Starmer, Macron etc etc have lost the backbone to do it...Our very close allies like Germany and Japan were previous examples of Rogue Regimes that hijacked its own population with merciless cruelty and oppression or wanted all out war, albeit some sections of society are deliberately made to benefit from these tyrannical regimes.
