Restrictions on withdrawals from a Private Equity fund are not indicative of anything. Especially irrelevant to critical mineral processing.
By Macro issues, you mean the closure of the Strait. This has the potential to being positive to RBW.
REE production's main consumption are Energy and Sulfuric acid, both of which are consumed in a fraction (1/8th) of other REE producers. Plus power is from Wind and the Sulfuric acid is a waste product of the Copper plant next door.
So, unlike miners where Oil price doubling results in double the OPEX, RBW will have a fractional increase in costs.
The demand and pricing for NdPr should increase very substantially due to the increased appeal of wind and EV's. And EV's have got much cheaper.
