It's not an entity owned by RA, nor is it directed by him. Is there any evidence that RA has directed the company or is directing the company? That's like saying me or any of the other shareholders are influencing the company. Although he has a sizeable holding and obviously there is still a chance this could be suspended and that's what the SP is factoring in.

He's a shareholder and he's a shareholder in many firms, will they get suspended. Evraz knew this was coming hence the RNSs yesterday. The company said they don't consider themselves connected in a anyway to the Kremlin so to speak but it can't say for its shareholders. But that's the same for every share.
