To clarify, as it is a private placing, who gets the shares is up to PREM’s discretion. The board can still make a public placing if they wish. But this vote grants them the power not to.

I believe you are misinterpreting. If the disapplication of preemptive rights passes then PREM can offer a private placement of shares, up to the count of 5billion shares for a price that is determined by PREM. The key bit is private, meaning current shareholders do not get a say in the matter. Normally this would be less than favourable but in PREM’s current position, it is the best route forward.

For the uninitiated (or for those who would like truth), this clearly states that GR will be paid back via a device of lowest price one of his shares was sold at, *times* the amount of money PREM borrowed from this loan facility.

This is a negative RNS. That is a fact. The picture painted was a couple of weeks to resolution by GR and Stark interviews. The market will see it as such and the share price will move south.
