Key Bits for me19 Jun 2020 10:49
Remember Harry could have released this in 12 days time given he said end of month but he did not and also said a further RNS is coming before the end of the month. That is very very confident. When you are dealing with a consortium as big as ANS then you must be silly to not expect delays as you are as strong as your weakest link.
In the meantime plenty of progress and more than i expected :
"Infrastructure for connection of roads & power and security upgrade:
· This long-lead activity is on schedule, so that it does not hold up on-site construction over the next two years when new roads and electricity are required.
· Road now being built into new host lands for Tulu Kapi residents to be resettled.
· Security has been significantly expanded in the Mine License Area and surrounding district."
These are key to the mine starting to be built in October so tick that box we are still on target.
In fairness to ANS i think they have asked Harry numerous times to tighten up the project finance and they were right to do so as it now appears $22m of savings have been found! I think ANS are well within their rights to hold back their investment until all costs have been screwed down as tightly as possible so i think for me this confirms the last piece of the ANS investment to start flowing.
"The 2020 Tulu Kapi Plan shows total funding needs of c US$221 million, which is US$21 million less than reported in the 2018 KEFI Annual Report of US$242 million:"
Then we have small details that you only get from this actually happening and it is not something Harry dreamt up :
"A term sheet was signed, subject to the banks' internal credit approval processes. Subsequently, key provisions which required regulatory review for foreign loans have received approvals from the Ethiopian central bank."
Then we have reality that Covid is nowhere to be seen in Ethiopia so those concerns can be parked :
"As regards the coronavirus pandemic: Ethiopia has to 18 June 2020 reported 3759 cases and 63 deaths, which is 0.5 persons per million, compared with the global average of 58 and the UK average of 621 (Source: Worldometer 18 June 2020). There have been no cases reported in the Tulu Kapi district to date."
Elections were another possible issue but these have been put back to middle of 2021 on good terms so technically that is good for Kefi as going into build at or after a possible government change might not have helped :
"On 11 June 2020 the Ethiopian Parliament extended the deadline for the next elections by up to 12 months to August 2021, "until international health institutions have deemed the threat from coronavirus to be over" (Ethiopian News Agency). Whilst some political opposition groups expressed disappointment, the parliamentary decision was overwhelmingly approved and KEFI considers this a positive step for reinforcing the health, safety and stability of the country."
