I think an institutional placing is unlikely part of the plan as copl have been burnt in the past... Art has many friends with deep pockets, sticky and ambitious, any raising will be leveraged as part of a definitive production plan... we already know how much oil is there and will be produced. Why would Art dilute his own pocket... think about it!!!
